Yes. Russian citizens holding an ordinary passport must obtain a pre-arrival UAE visa before flying to Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah, or any other emirate. The visa must be issued and recorded against your passport number in the UAE immigration system before you check in. Airlines operating UAE routes will verify visa status electronically at check-in and will not board passengers without a confirmed approval.
Note: The UAE government does not issue visas directly to individual applicants. A licensed UAE sponsor or authorised visa agency must submit the application through the GDRFA (for Dubai) or the ICP federal system (for Abu Dhabi and other emirates). There are currently no advance biometric submission requirements for the Russian UAE visa online application. Biometric data (fingerprints and iris scan) is collected at the UAE border on first entry. However, if you have previously been refused entry or deported from the UAE, you must declare this on your application — undisclosed prior refusals are the most common reason for rejection.
If you are transiting through Dubai International Airport (DXB) or Abu Dhabi International Airport (AUH) and have a connecting flight within 48 or 96 hours, you can apply for a UAE transit visa. This allows you to leave the airport, stay in a hotel, or explore the city during your layover. Without this visa, you must remain in the airside transit area.
Valid for meetings, conferences, trade events, and short-term professional visits. The 14-day business visa is single-entry with a 14-day stay from the date of entry. It does not permit you to take paid employment in the UAE.
The most commonly applied-for visa by Russian travellers. Available as single-entry (one trip) or multiple-entry (travel in and out of the UAE within the 60-day validity window, with each stay up to 30 days). Suitable for holidays, family visits, and general tourism.

We recommend applying at least 1–2 weeks before travel. During peak periods — New Year, Eid Al-Fitr, Eid Al-Adha, and July–August summer — processing volumes increase and timelines may extend.
If you remain in the UAE after your visa expires, an overstay fine of AED 50 per day is charged from Day 1 — there is no grace period. This applies under the UAE Unified Fine System, effective 11 February 2026, administered through the ICP.
The fine is calculated from the day after your visa expires. Accumulated fines must be paid in full before you can exit the UAE at any port — airport, land border, or seaport. Attempting to leave without paying will result in detention at the border.
Overstay fines can be paid online through the ICP portal, at GDRFA service centres, or at the airport — but airport payment queues cause significant departure delays. We strongly recommend either leaving before your visa expires or applying for an extension at least 3–5 days before expiry.

Moscow is the largest source of UAE-bound travel from Russia. Direct flights from Sheremetyevo (SVO), Domodedovo (DME), and Vnukovo (VKO) serve Dubai (DXB) and Abu Dhabi (AUH) on multiple airlines.
